Re: [csswg-drafts] [selectors] :local-link should have a more precise name (#10975)

How about: `locus` (area of responsibility / practice / focus. from my knowledge, sometimes used in reference to medical doctors)

(not a verb; point taken there.  not explicitly tense-specific, as far as I know (their locus area was... their locus area is...), although in this case it's ideally referring to the present tense only)
