It is sufficient, but not ideal. One plus (given version-less directories) is that creating an implementation report for `css-foo-n` becomes possible without mixing in results from tests for `css-foo-n+1`.

`feature:foo` is an improvement, certainly; because we want to find features that are poorly or inconsistently implemented.

Two ways to create specific links to testable spec assertions are the `<link rel=help>` to link from test to spec, or alternatively the Bikeshed `<wpt>` element which contains links from spec to test.
