So, that would give headroom values of 1 (_i.e._SDR), 2, 4 and 8 ? Or would 16 (three stops above reference white) also be useful, in a consumer web delivery context? At an SDR white of 100 nits those would correspond to peak white luminances of 200, 400, 800 and 1600 nits.
