This seems like doubling the amount of work for zero benefit. As I said in [define <color> by reference to CSS Color 3](https://github.com/w3c/csswg-drafts/pull/5298) replacing the entire section with a reference is preferable. It is easy to read and understand. It is better than adding a reference and leaving the original text, because then people assume they should also read and mentally merge the original text and the new reference.
