@rickgregory I acknowledge that those statements somewhat conflict with each other, as said, I'm torn on the matter.

I definitely believe there's potential for a positive impact of a major version even if I can't see how big/small it would be. Challenges I see are in the compatibility issue (a version has no meaning without compatibility) and what would be a sane way to group things for maximum marketing effect. A lot of these modules have very little to do with each other. 

If the problem is that people don't learn enough about CSS or know about it's new features, I'm going to offer a hot take:

The problem isn't that it's hard to keep up. The problem is that people simply don't.

I dismiss the idea that it's hard to keep up. It isn't. Subscribe to one of the leading front-end newsletters and once per week, anything relevant is delivered to you. Spend an hour, and you're up-to-date. Meaning, you know about new and emerging features. You don't have to master them, you take that deep dive when you start using them.

There's no excuse for a professional developer to not make that bare minimum effort to keep up with the field. Yet it is absolutely shocking how many don't do this at all. I based this on two decades in the enterprise world and hundreds of developers I've worked with. Actively keeping up, engaging in the community, visiting conferences or even blogging about this field...is exceptional. There's a gigantic world of disconnected developers that we don't see or reach. 

Not because they tried and it was too hard, no, they didn't try at all. They're not even incompetent. I've talked to a very senior developer who had never heard of flexbox, 5 years after the fact. Not mastering it fully...fine. Not having heard of it? What!? It means actively ignoring pretty much any web development news for years. Exceptional? I'm afraid not.

Anyway, sorry, don't want to drag this off-topic too much.
