Re (4): I think the "moved to HTML" was the idea to [introduce an attribute to `<img>` to opt-in to honoring EXIF](https://github.com/whatwg/html/issues/4495). But the CSS WG has now [decided](https://github.com/w3c/csswg-drafts/issues/3799#issuecomment-521029002) to honor EXIF by default for all images, so HTML doesn't need any opt-in.
