@aaxx - no, it applies to the page, it may change the default background and text color, for example, without any CSS. If you define it on a stylesheet, you will have to define it on all of the stylesheet references, right? I mean, on every <link rel="stylesheet">. What if it is defined on one and not the other? What behavior do you expect to have in that case?
