This was just discussed in the TTWG, who thanks CSSWG for taking this up. One point that came out is that regarding https://github.com/w3c/csswg-drafts/issues/1975#issuecomment-379502048 and https://github.com/w3c/csswg-drafts/issues/1975#issuecomment-381682111 if what we are considering is a _fallback_ for the case that `text-group-align` is not supported, then the behaviour should be the same as if if were not set at all.
