Seems reasonable! BTW, I believe there was a [resolution](https://github.com/w3c/csswg-drafts/issues/2000#issuecomment-356681636) to introduce logical directions to `overflow`. Having `overscroll-behavior` match that is a good idea. Since the specification has not moved yet, it would make more sense to create an issue against the spec in WICG.
