So long as we don't have a case of "some people who need no transparency also need low contrast", then merging it is OK. That's kind of the question I'd like to put to accessibility experts (if you are one, let me know, so that I can stop addressing you as an abstract group of people). If that's cleared, merging is an option. Whether it is better is a bit of a separate question.
