So I discussed this with the Sass folks today, and @if clashes with 
their existing rule.  @else-if and @else are fine.  We did some 
brainstorming, and I think @when works pretty well.

So we'd have @when as the combined conditional rule, @else-when for 
extending, and @else for finishing.
