It was dropped for lack of interest. Nobody was advocating it: not 
implementers, not authors, not anyone in the CSSWG.

The & proposal, IIRC, was just about concactenating selectors (as is 
done currently in preprocessors). This introduces a scoping level, 
which also affects the cascade. I'm not sure you always want to do 
that.
