Yes. I was happy to see that scoped rules override rules from the 
outside regardless of specificity. This is awesome. Sadly, it seems to
 be dropped from the ED. Also, the syntax is a bit clunky. Why not 
Tab's `&` idea, which also matched preprocessor syntax more closely?
