RFP to Build the California Career Passport Digital Wallet

Hello Everyone,
The California Community Colleges Digital Center for Innovation,
Transformation & Equity has released an RFP to design, build, and operate
the California Career Passport. The Career Passport is a learner-controlled
digital wallet for students, workers, and jobseekers in the largest and
most diverse postsecondary ecosystem in the nation.

This RFP seeks solutions that support our commitment to the Californians
who have been overlooked and underrepresented in the workforce. Alongside
related policy initiatives and other public investments, we believe the
Career Passport can be an important instrument for overcoming structural
barriers to economic advancement.

The functional requirements described in the RFP reflect these values and
those of this community: interoperability based on open standards,
universal accessibility, privacy by design, learner control of credentials
and keys, unlinkability, prevention of metadata leakage during issuance and
presentation workflows, and operational in an open verifier ecosystem that
does not require prior relationships or proprietary tooling.
