Understood but with such a list, all the more reason for the work to pursue a formal charter where it can be appropriately evolved within a WG. Published as a note, beyond the fact that its not an appropriate in the context of the VC WGs current charter, is that as a note it lacks normative teeth to guide implementers. Suffice to say publishing VC API as a note will likely harm these implementations and future prospects for the specification.

It would certainly appear that there are different interpretations of what the charter permits. I don't read it as allowing publishing of the entire VC API definition and protocol as a note.

Its not the threat of active mis-representation by VC API proponents that I see as being the most damaging, it is the passive risk. For example participants in the wider market that mistakenly view the published note as an API and protocol definition that has been evolved and blessed by the VC WG and therefore make a decision to implement on that basis.

MATTR is not among the 17 current implementers of the VC API.

They implemented at one point, and they still show up to the VC API
calls every now and then (see the public logs), but they are no longer
an active implementer of the VC API, AFAIK. We would, of course,
welcome that to change. :)
