That is what Editors (and Contributors) do... they edit specifications
based on the consensus position of the group.

If you look at the record, you will see a variety of participants in the
weekly VC API Work Item calls spanning back more than a year:

with detailed notes on each issue before we achieve consensus and mark an
issue as "ready for PR":

To follow your logic, let's take a look at the top contributors to the
Verifiable Credentials Data Model specification[1]:

... and the DID Core specification[2]:

I expect that, even though the contribution statistics are similar for
those specifications, that you wouldn't insist that this is the work of a
single organization given that these specifications went through W3C CGs
and WGs and are now global standards.

Please don't mischaracterize the number of people that have contributed to
and implemented the VC API specification over the years, especially in your
position as co-Chair of the VCWG, and especially when we have public
records to the contrary of your assertions.
