DID Rubric

I hadn't looked at https://www.w3.org/TR/did-rubric/ until I saw a
reference to it in a recent email exchange. I think one thing could be
improved in Section 1.7 Use Cases Referenced. The user authentication use
case says it is "for authenticating users for access to system services."
That sounds to me like an ACL system. Since there is a lot of talk of
using capabilities for access control, might this better be stated as "for
authenticating users for obtaining authorizations to use system services"?
