Response to DHS mDL RFI

HI folks,
 I took the DHS RFI re: Rule Making for REALID & mDL
 Its in this google doc.

It might make sense for this group just to focus on the question about
alternative technology.

I am working with two other groups to write responses for/with them - so I
can't dive in on this to much - I'm hoping other folks are interested in
shaping a response from this group - the submission is due July 30th.
