I'd probably go a bit broader here, which is some measure of contributors
from different, unrelated companies. CCG probably doesn't have time to
support a work item that is largely "bigger company + 3 small contract
companies".
My personal ideal is that to a certain extent a CCG support DID method
specs should be competitors that despite being in competition want to work
together for interoperability. Those types of projects I believe fit best
given the larger W3C ethos and contribution agreements.
If it is less than my ideal, there is nothing that stops the collaborators
from starting their own W3C Community Group (they can be much more
lightweight than we practice — just five people
<https://www.w3.org/community/groups/propose_cg/>, and no requirement of
independence!). But as our CCG is actually something between that quickly
formed lightweight CG and a true W3C Working Group, that has a lot of
valuable history and processes behind it, we should have a higher standard
for our efforts.
