Though there is an RFC for iCalendar, I’ve never found that it works well
on anything but Outlook in a corporate setting, and even that largely in
one country. I don’t use Outlook.

In particular various implementations of iCalendar have problems with time
zones, critical for our work here.

Another problem is that if there are any changes ics files are static, not
a subscription, and no way to update them. Users expect  changes to
propagate. Unfortunately they currently only do within siloed services — a
change in outlook is only seen by outlook users, a change in gcal only seen
by gcal users, Apple calendar by Apple users.
