Modeling Educational Verifiable Credentials converted to spec text

Hi VC-EDU group,
The Modeling Educational VCs document we've been working on has been
converted to spec text. I switched the previous document to read-only and
linked to the new location.

   - Github: https://github.com/w3c-ccg/vc-ed-models

We'll now be iterating on this document in github. Note that the html is
generated from markdown (file extension .bs) in the main branch. It should
continue to be straightforward to edit, but please let me know if you need
help. We can even have a spec-editing lesson if folks would like.

The draft is still in a very rough state, so there will be lots of
opportunities to contribute. We'll be moving forward on those issues in the
coming weeks, identifying editors and authors as well.
