Please take a look at the Functional Identity Primer http:/bit.ly/FunctionalIdentityPrimer
It challenges many of the assertions in your paper and many have found it to be extremely helpful in advancing the conversation. It's also substantially different from what the UN means by the same term.
I'm curious what you think.
