Summer 2018 BTCR Hackathon Results

Hi all,
This is a very late report on the Summer 2018 BTCR Hackathon. Thanks to all
the participants (cc'd)!

Our results included:

   - BTCR rest service (Kulpreet Singh)
   - BTCR test cases (Christopher Allen)
   - BTCR playground use cases (Joe Andrieu)
   - BTCR Electron implementation (Anthony Ronning)
   - Progress on the C++ resolver libraries (Ryan Grant and Dan Pape)
   - Updates to the BTCR playground (Yancy Ribbens and Kim Duffy)
