One thing you need to clarify is the relation between your work and FIDO2/WebAuthentication since the latter is the only thing the platform vendors [currently] plan to support out of the box.

If you rely on custom client software, you are likely to face adoption hurdles.  Personally, I'm singularly targeting "phones" as credential holders.  Unfortunately, if you don't buy 100% into the FIDO2/WebAuthentication paradigm (I don't since its domain centric model requires IdPs to scale), you end up with imperfections like QR codes for interacting with desktop Web applications.
