Hi everyone, I know I'm a bit late to the discussion, but we are looking closely on how to deal with DIDs, single identifiers, etc., within the Government of Canada, with other provinces and other countries. We just concluded a 2-day workshop on this very topic with the major departments and agencies, and results should be available shortly. In the meantime (me speaking on behalf of myself), the solution is pretty straightforward - mapping of identifiers, whether they are centralized, decentralized, etc. We are formalizing this process as 'identity-linking' and we already do this with banking credentials, and a soon-to-be-announced province. DIDs fit into this scheme very nicely.
