AFAIK - they've not really been involved with important W3C related
activities in this area?

IMHO - Some of these questions (or the means to refine answers to them) are
likely better suited to some sort of ISOC SIG that might in-turn support
areas of policy related considerations that is poorly suited to W3C, whilst
also seeking to find an international framework that can scale effectively.
. .

Alot of these issues will have important localisation considerations...

Thoughts?
