Summary of Issue: What is the most up to date documentation
Comment (Including rationale for any proposed change):
We are checking the techniques necessary to support WCAG 2.1  https://www.w3.org/TR/WCAG21/and we found some inconsistences in the associated W3C documentation for validating them.

For example, if we consider the SC 1.4.11 and look at https://www.w3.org/WAI/WCAG21/Understanding/non-text-contrast.html they indicate some techniques while if look at https://www.w3.org/WAI/WCAG21/quickref/#non-text-contrast they indicate a slightly different set of techniques.

 Could you please let us know which one is the most up to date documentation ?
