Mark, The Working Group decided as a resolution on comment LC-2950 (https://www.w3.org/2006/02/lc-comments-tracker/35422/NOTE-WCAG20-TECHS-20140306/2950) to remove F17. The decision was made on December 16, 2014. We'll look into what happened with the diff. It was present in the 20140916 version. I spotted some WG actions in Dec 2014 to reword part of it, but nothing that looks like a decision to remove F17. The removal isn't showing up in the diff marked version either, so I'm guessing there might be a tooling snafu somewhere.
