Please do submit such techniques for consideration. We have a form at http://www.w3.org/WAI/GL/WCAG20/TECHS-SUBMIT/ that you can fill out that will guide you in creating technique with all the necessary parts. We are accepting techniques in this fashion and using them to expand the techniques document. You may also want to consult the guidelines for writing techniques at http://www.w3.org/WAI/GL/wiki/Technique_Instructionsand http://www.w3.org/WAI/GL/wiki/Technique_Template.
