Summary of Issue: Why is there a test for CSS?
Comment (Including rationale for any proposed change):
4.1.1 makes no requirements on CSS as CSS is not a markup language so it makes no sense to have a test procedure for CSS.

Proposed Change:
Remove the test procedure for CSS
