Response from the Working Group

Thank you for your comment. We tried to address this topic in the
introductory paragraphs to this section (PDF File Production and
Accessibility) and would welcome suggestions for how to make that material
clearer.

We have also added the following statement to the end of this section:

Note: Care should be taken when choosing PDF creation tools from the many
available, as some may not support creation of tagged PDF files.
