Comment (Including rationale for any proposed change): The SC itself, in its current wording, simply forbids any flashing content. The \"Understanding SC 2.3.1\" cheerily states \"This Success Criterion replaces a much more restrictive criterion in WCAG 1.0 that did not allow any flashing (even of a single pixel)\" however, as it currently stands, the SC is worded to ban even single pixel flashing. As the \"Understanding...\" document is not normative, this requires a change to the normative SC itself Proposed Change: Add relevant wording about the size of the flashing area (relating it to percent of the field of view or similar...just something short that distinguishes this SC from the \"not even a single pixel\" implication it currently seems to carry.
