Summary of Issue: initial interactive focus
Comment (Including rationale for any proposed change):
Our understanding is that SC 2.4.3 only applies to the order in which focusable components receive focus, and does not include the initial point of focus.

The initial point of focus is just as important for users to encounter information in an order that reflects the logical order in the content. 

Proposed Change:
Either adjust SC 2.4.3 to include the initial point of focus or introduce a new success criterion to cover it.
