Comment (Including rationale for any proposed change):
We need more concrete reason/rationale on why \"200 percent\" and \"50 percent\" were chosen by the WCAG WG. Without the reason/rationale, we won\'t be able to determine if \"200 percent\" and \"50 percent\" can be applied to the Japanese characters.

Proposed Change:
Add more concrete rationale for why \"200%\" and \"50%\".
