Some people were confused by 2.4.4 thinking it meant you needed to be able to determine purpose from the link text and also from the context.  

Proposed Change:
add  \"taken together\" at end to it reads



2.4.4 Link Purpose (Context): The purpose of each link can be determined from the link text and its programmatically determined link context taken together.
