Comment (Including rationale for any proposed change):
What about data table without caption and summary but textual information just before the table who actually is the caption or summary information. For exemple, if i do shopping cart with a table element and just before the table use something like <h3> Your shopping cart</h3> <p> in every line of your shopping cart who will find, the production name, it\'s price and the quantity you want</p>
