Move to Level 1: From what I understand, this is the equivalent of making
sure information is not provided via colour alone, so why is it at Level 2?

Proposed Change:

Move 1.3.5 to Level 1

Because assistive technology may not be able to preserve shape, size, visual
location, or orientation of components when it transforms content to an
alternate presentation, this success criterion has been moved to level A.
