Add failure: Add a failure where a long description is not descriptive

Thank you for the suggestion. We have created a Failure Technique for
Success Criterion 1.1.1 titled, "Failure of 1.1.1 due to providing long
description for non-text content that does not serve the same purpose or
does not present the same information."
