For example black text on a white background is more readable than white text on a black background, yet both have the same ratio. In the future as the algorithms for measuring contrast become better, the suggested 10:1 ratio in 1.4.1, may no longer be valid. Proposed Change: A general statement should be made in the guideline, something like ...use foreground and background colours that provide *high* contrast...\", and move LCR and the suggested ratio to the techniques document, where it can be adjusted as measure of contrast become better defined.
