For example black text on a white background is more readable than white text on a black background, yet both have the same ratio. In the future as the algorithms for measuring contrast become better, the suggested 5:1 ratio in 1.4.1, may no longer be valid. Proposed Change: A general statement should be made in the guideline, something like ...use foreground and background colours that provide sufficient contrast...\", and move LCR and the suggested ratio to the techniques document, where it can be adjusted as measure of contrast become better defined.
