Problem with rec2100-pq to srgb

The text says:
Tone mapping from rec2100-pq to srgb is performed using the following steps:
apply the Parametric Tone Mapping Method specified at SMPTE ST 2094-10, Annex B

This has some problems:
1. The status of Annex B is informative. It is neither a standardized nor a recommended approach.
Is it proper to reference such a weak text here?

2. The method requires a value AveragePqencodedMaxrgb, which is not included in the canvas metadata set.
