[COGA: time-sensitive] October 27th minutes + WCAG 3 conformance survey due today

Hi, folks, thanks for the good discussion today, and special thanks to
Rachael for taking time last Thursday and today to help COGA members
understand the two leading options for a WCAG 3 conformance model. Thanks
also to Gareth for scribing!

See below for the summary, minutes, and a link to the survey that is due by
the end of today.

*Summary*

   - *AG has a survey open about two conformance models for WCAG 3:*
      - Option 1

      - To reach even the *lowest* level of conformance (Bronze),
      organizations will have to follow *some* percentage of the

   - *Key observations during today's meeting:*
      - Option 1 may be easier for AG to push through because there will be
      fewer debates over what counts as prerequisites (e.g., total blockers).
      - Option 2 may be easier for real-world users to adopt, make
      cross-platform comparisons, etc.
      - Both options are likely to involve difficult conversations about
      which aspects of COGA's work are covered in the must-follow bucket or the
      get-to-choose bucket.
