Initial draft for formal spec of chunks and rules

My W3C/ERCIM colleague François Daoust has kindly being working on a formal spec with a view to publishing it as a Community Group report, and ultimately for transition to the W3C Recommendation track. We expect the spec to mature over time as further experience is gained with demo applications.
