Sorry, I don't think I will have time to lead this :( I was hoping to use may TAG time for this, but given that I have to step down from the TAG soon, I simply don't have the cycles. 

The only side work I'm doing on this on responsive images - which is one of the biggest performance issues on the web. More support from the W3C would be welcomed there - by support I mean going out and talking to browser vendors to help standardize srcset and maybe picture (or something else). That work is progressing slowly but nicely. Here is a recent survey we conducted about the use of responsive image techniques (already over 300 responses!):

A W3C workshop on responsive images would be an awesome start.

I'm working on this already. But I need people to go out and talk to the App search providers to see if it's useful or not.
