First draft of Web UX framing document

Here is the first draft of my 'framing document'. This isn't a classic W3C
document, it's really more of a 'why are we here' statement, setting up the
various web ux styles and how they motivate the other projects the W3C is
working on.

Specific feedback I'm hoping to see:

1) Is the overall concept of a framing document useful?
2) Is the breakdown into these 3 types correct, would you add additional
ones?
3) Are the action items motivated by each type useful?

This is a google doc so when possible, please use 'Comments' whenever
possible.
