Currently <http://www.w3.org/TR/2005/WD-CDR-20051219/#link-activation>  
(section 2.3) is vague and it also seems inconsistent with what is  
specified by SVG. It would be nice if the CDF WG could replace that  
section with terminology other WGs could reuse and perhaps even suggested  
values and attribute names so that there is more consistency across  
specifications and less to learn for authors. Please clarify section 2.3  
and take my proposal into account.
