ACTION-792: Propose some text on SVG

Hi all,

Per my action 792, I attach some practices on SVG. Although there are
already some
generic advices on SVG available(like the SVG Authoring Guidelines [1]),
I have focused 
on mobile specific SVG guidelines that may be useful.

The statements that are found on the attached file are backed by proofs
on mobile browsers that were made by my
colleague Cristina Gonzalez. We have been thinking of contributing them
to the Mobile Web Test Suites Working Group
,especially to the "Web Compatibility Test for Mobile Browsers" [2], but
it seems to include the most representative tests 
for SVG mobile. We have also reviewed the test suite of SVG Working
Group for the same reason [3], but it is focused on
testing pure spec aspects. 
Anyway, if anyone was interested, my colleague would kindly send them.
