In section 2.1, you may want to encourage the editors to add the point that rich web apps with large scripts can act as a major drain on the device's battery. A further consideration is the negative impact on usability of longer network latencies typical in mobile environments when it comes to pages relying on Ajax for the user experience, e.g. panning maps or realtime predictive expansion for search. I am not sure of the meaning of the word "advertise" in the requirements and suggest that its meaning is clarified prior to stating the requirement, or alternatively better wording is found with a more obvious meaning for the context. I think the usage is on the lines of browsers making information available as part of their requests to servers, and servers making information available as part of their responses to client requests, however this is just a guess and raises further questions.
