[BPMLOD] draft of updated "bilingual dictionaries generation" guidelines available

Dear BPMLOD group,

As promised, I updated the guidelines for bilingual dictionaries
generation, which you can find at
https://github.com/bpmlod/Bilingual_Dictionaries_Report/  The main change
has been moving from the initial lemon model to the more recent Ontolex
lemon, along with some other minor modifications and updated references.

The new guidelines are not finalised yet (e.g., the metadata at the bottom
of the document needs update) but the document is a quite advanced draft.

look at it, especially those who showed interest in these guidelines (Ilan,
Fahad, Gilles) and give any feedback. If needed we can set up a
dedicated telco for this.
