Yes, this should be possible with Github hooks. But it will require some coordination with the W3C to authorize (needs a "secret" list token). Other nice hooks include IRC and Twitter.

I personally make use of milestones (which I make into work packages) to coordinate similar things - in addition to labels. Though I don't think the search is as sophisticated.
